How about replacing Shapiro with Markopolos as head of the SEC

Harry Markopolos, who was an investigator for the Security and Exchange Commission, tried unsuccessfully for 10 years to get the SEC to shut down the Madoff ponzi scheme. Today he has finally had opportunity to testify before the congressional committee about how the SEC failed in its duty. It appears that Pres. Obama's pick as head of the SEC was part of the problem.
Would it not make sense to make Markopolog the new head of the SEC? It seems that he has proven himself worthy.
