Is America too weak to start wars?

Instead of bemoaning America's weakness and inability to create war, we ought to be celebrating peace.
If America had been on the right side, then a peace agreement would have been seen as a victory and as a sign of strength. But instead, politicians like McCain and Graham were demanding war, so now they are acting like sore losers. They want Americans to feel insulted for looking too weak to start another war.
If the ability to start wars is how we measure strength, we have a serious mental problem.
Russia stepped in as the peace broker and now reaps the rewards of success. Whose fault is that?
